Minerals and Environmental Engineer Tim Oliver at BNN: Mine economic studies too loose

Mine economic studies too loose

POSTED ON September 29, 2015 BY Tommy Humphreys

CATEGORY Stories,

Minerals and Environmental Engineer Tim Oliver joins Andrew Bell’s Commodities Television program on Canada’s Business News Network (BNN). Here’s a direct link to the video segment.

Mr. Oliver is talking about potential red flags in the engineering and economic studies of mineral exploration and development companies.

He says these studies often have no discernible schedule at all. “Each step should be laid out very clearly.”

Oliver would like to see far more detailed cost base explanations to understand where the numbers come from. “There has to be a coherent explanation.”

Oliver also looks out for potential conflicts of interest among report authors.

Here’s the full interview from BNN, which was unfortunately cut short due to technical difficulties.

Institutional investors looking for independent due diligence on mining projects should contact Tim Oliver (www.TimOliver.us).

Goldunzen).

Columbus Gold Announces Positive PEA Results on Montagne d'Or Gold Deposit; Production of 273,000 Oz/yr and AISC of US$711/Oz

VANCOUVER, BRITISH COLUMBIA--(Marketwired - July 8, 2015) - Columbus Gold Corporation (TSX VENTURE:CGT)(OTCQX:CBGDF) ("Columbus Gold") is pleased to announce the results of the NI 43-101 compliant, Preliminary Economic Assessment ("PEA") at the Montagne d'Or gold deposit, Paul Isnard Project, French Guiana, conducted by SRK Consulting (U.S.), Inc.
Montagne d'Or PEA Highlights
  • After-tax NPV (at 8%) of US$324 Million
  • After-tax IRR of 23%, at a gold price of US$1200 per ounce ("Oz")
  • Initial Capital Cost of US$366M, including US$44M contingency
  • All-in Sustaining Costs ("AISC") of US$711/Oz
  • Life of Mine ("LOM") Production of 3.05 million ounces
  • Average Annual Gold Production 273,000 Oz in years 1-10
  • Milling Capacity of 12,500 tonnes per day, with an average gold grade 2.0 g/t in years 1-10
Robert Giustra, Chairman & CEO of Columbus Gold, commented: "The advancement of the Montagne d'Or Gold Deposit to the PEA stage achieves a significant milestone that clearly indicates the potential to develop a low CAPEX gold deposit with scale and good grade, at below industry average cash costs." Mr. Robert Giustra further stated: "The Montagne d'Or PEA is planned to deliver a solid average grade of 2 g/t over a 10 year production period, and with additional drilling and continued refinement of operating costs, including various energy proposals in the upcoming feasibility study, a potential reduction in overall costs may be possible."
Analysis
The Montagne d'Or deposit could potentially support an open pit mine with conventional carbon-in-leach (CIL) processing technology, and with a moderate strip ratio of 5:1 waste/ore. While the PEA allows for inclusion of Inferred Mineral Resources, more than 94% of in-pit resources are in the Indicated Mineral Resource category. The processing plant, with an annual capacity of 4.5 Mtpa, will include three stage crushing, ball milling, gravity gold recovery circuit, 9 CIL tanks, and cyanide detoxification circuit. Gold recovery in the plant is anticipated to exceed 94%, and processing of lower-grade stockpiles is scheduled for years 12 to 13.
The PEA utilizes power supply from on-site generation at a cost of US$0.20/kWh as the base case, however a connection to the power grid located 125 km away at the port of Saint-Laurent-du-Maroni would reduce the cost to US$0.11/kWh. This option is currently at an advanced stage of study. Due to a low Ball Mill Work Index of only 12 kWh/t, the mine is anticipated as having competitive processing cost in either power supply scenario..

IDM Mining Announces Investment by Delbrook Capital and Lake Shore Gold and Restructured Agreement With Lake Shore Gold

VANCOUVER, BRITISH COLUMBIA--(Marketwired - June 16, 2015) -
NOT FOR DISTRIBUTION TO UNITED STATES NEWS WIRE SERVICES OR FOR DISSEMINATION IN THE UNITED STATES
IDM Mining Ltd. (TSX:IDM) ("IDM" or the "Company") is pleased to announce that Delbrook Capital Advisors Inc. ("Delbrook") and Lake Shore Gold Corp. ("Lake Shore") have committed to invest a combined total of $1.4 million in Common Share Units and Flow-Through Units under the Private Placement previously announced by the Company on May 19, 2015 (the "Private Placement"). In addition, IDM has entered into an agreement (the "Letter Agreement") with Lake Shore to amend a Purchase and Sale Agreement dated January 2013 (the "PSA") relating to the acquisition of certain legacy properties located in Mexico. On completion of the transactions contemplated under the Letter Agreement, IDM will eliminate its future financial obligation to Lake Shore and significantly improve its financial position.
Both the Delbrook and Lake Shore investments and the Letter Agreement represent major positive steps forward for IDM, and will help to position the Company for success as it advances its high-grade advanced stage Red Mountain gold project in BC.
"The significant investment from Delbrook will allow IDM to advance permitting and exploration this season," stated Michael McPhie, the Company's Executive Chairman. IDM Mining: Veteran-Explorer Rob McLeod über die brisanten Klimaveränderungen in B.C. und die Auswirkungen auf die Exploration

Lesenswerte Zeilen von IDM Mining's (TSX:IDM) Präsident und CEO Rob McLeod in der Vancouver Sun:

Opinion: Retreating ice reveals riches

Environment: Ore deposits once hidden by glaciers are now being discovered

The retreat of glaciers, such as the Salmon Glacier near Stewart, allows geologists and prospectors access to previously untouched land.

The effects of climate change on my hometown of Stewart, north of Prince Rupert, are a poignant example of change over my lifetime. The winter of 2014-15 is a record-low snow year, and for the first time in any local’s memory, there wasn’t any snow on the ground at Christmas. My buddies who love snowmobiling have been crying the blues. It certainly wasn’t always this way.

Growing up in Stewart during the 1970s, it was routine to have over a metre of snow fall overnight, and school was always open. The big employer in town was the Granduc copper mine, which held the world record for annual snowfall for several years in the 1970s.

I followed my family tradition of entering the mining industry, studying geology at the University of British Columbia. At the time, the study of climate change was in its infancy. We studied glaciology, geomorphology, as well as economic geology, and my hunt for gold mines has blossomed into a 20-plus-year career. Following graduation, I came back to Stewart, in the same mountains that my father Ian and my uncle Don McLeod worked as underground miners. In 1993, I started working as a geologist for Lac Minerals, drilling the Red Mountain gold property 15 kilometres east of Stewart. Two years later, Lac was acquired by mining giant Barrick Gold, and the project was essentially abandoned for the next 20 years.

In 2014, as CEO of IDM Mining, named in honour of my father and uncle, I signed an option agreement to acquire the rights to Red Mountain and complete the unfinished business of putting the deposit into production.

When I returned to the property, I hardly recognized it. The hanging glaciers that are the major outlet for the giant Cambria Icefield had retreated as far as two kilometres. If there is any benefit for global warming, it is to exploration geologists such as myself. Here was an opportunity to prospect newly exposed bedrock, never before seen by a prospector or geologist.

In mineral exploration, most of our efforts involve looking for ore deposits that are hidden under overburden, such as glacial till, desert sands or Arctic tundra. If a mineralized occurrence is outcropping, odds are that it would have been already discovered. It is quite rare in North America to explore rocks that have never before been seen by another prospector. The rapid glacial retreat has led to multiple recent discoveries in northwestern B.C.

In the Stewart area, Pretium Resources is developing its Valley of the Kings deposit. This spectacular deposit of gold and silver mineralization was discovered in the last decade due to retreating ice. I believe that Valley of the Kings will be one of the richest mines in history. The giant Mitchell deposit owned by Seabridge Gold also melted out from under ice cover during the past 20 years.

Back to Red Mountain. I came across a website with research led by Dan Smith, a geography professor at the University of Victoria. He studied the retreat of the Bromley Glacier, on our claims south of the Red Mountain deposit. I was under the impression that the glaciers of northwestern B.C. had been progressively retreating since the Wisconsian glacial maximum, over 8,000 years ago.

Dan’s team collected samples of preserved wood from mats within the glacier’s lateral moraine. Advancing glaciers would bulldoze trees on the adjacent valley walls, later preserved under covers of moraine. Over the past 2,500 years, the Bromley Glacier has repeatedly advanced and retreated significantly four separate times.

As a scientist, I acknowledge the research suggesting our current period of anthropogenic global warming. Certainly on the negative side, some of the majestic glaciers of my youth are shadows of their former glory. The Bear Glacier sits adjacent to Highway 37A into Stewart; as a teenager, I would windsurf in the lake at its towering terminus, dodging icebergs. Bear Glacier has retreated up its source valley. Probably when my children are grown, it will be gone.

My expertise is as a prospector for gold and an exploration geologist. I am lucky to be one of the few to benefit from climate change, and hopefully my hometown of Stewart can benefit too by building a new gold mine at Red Mountain.

Rob McLeod is an exploration geologist and the chief executive officer of IDM Mining.

NioCorp Development legt mäßige PEA für Elk Creek Niobium Projekt in Nebraska vor

Der Highflyer NioCorp Development (TSX:NB) publizert die heiß erwartete PEA für das Elk Creek Niobium Projekt in Nebraska, welche gemischte Ergebnisse liefert..

NioCorp Announces Positive Preliminary Economic Assessment Results for the Elk Creek Niobium Project

VANCOUVER, BRITISH COLUMBIA--(Marketwired - April 13, 2015) - NioCorp Developments Ltd. ("NioCorp" or the "Company") (TSX:NB)(OTCQX:NIOBF)(FRANKFURT:BR3) On behalf of our shareholders, NioCorp is pleased to announce the completion of a positive Preliminary Economic Assessment (PEA) study for the Elk Creek Niobium project.
Highlights of the PEA include:
  • Pre-tax NPV of US$821 million with an IRR of 15.7%
  • After-tax NPV of US$562 million with an IRR of 13.9%
  • Average EBITDA of US$177 million annually
  • A direct cash production cost for ferroniobium of US$6.50 per kg of niobium at an annualized production rate of 7,500 tonnes of ferroniobium per year for full production years, net of titanium dioxide and scandium trioxide credits
  • Annual production of 23,000 tonnes of titanium dioxide and 12.8 tonnes of scandium trioxide
  • An upfront capital cost of US$653 million, which includes US$136 million for the development of an underground mine and US$517 million for mineral processing, metallurgical and infrastructure costs
  • Total upfront capital costs of US$919 million, which includes contingency and owner's costs
The basis for the PEA is a 3,700 tonne per day production rate over a 36 year operating life with an average grade of 0.82% Nb2O5. The NI 43-101 compliant resource supporting this production rate was disclosed in the Company's press release of February 20, 2015. The PEA study was completed by SRK Consulting of Lakewood, Colorado and Roche Ltd. of Quebec City, Quebec.
In addition to the underground mine, the Elk Creek PEA includes a surface crushing, grinding and mineral processing operation to produce a niobium concentrate. The niobium concentrate would be fed to a hydrometallurgical operation that would produce a niobium precipitate as well as titanium dioxide and scandium trioxide co-products. A final pyrometallurgical step would convert the niobium precipitate to ferroniobium using an aluminothermic reduction process. In order to support these processing steps, a number of ancillary facilities would be constructed, including stockpile areas, water pumping and treatment facilities, reagent and fuel storage areas, warehousing, utility installations, office space and a tailings impoundment. The underground mine would be accessed by a shaft and mined using longhole stoping methods with paste backfill utilizing tailings from the mineral processing operation.
"The PEA results are an important milestone in the development of the Elk Creek resource, and I am very pleased to be able to announce results that demonstrate an extremely strong cash flow and very low ferroniobium production costs," said Mark Smith, Executive Chairman of NioCorp. "We will use these results as the basis for a bankable feasibility study for the project, and will continue to pursue the most aggressive schedule possible to bring this world-class resource into production. As with many projects of this size and scope, the return is sensitive to the discount rate. The after tax return ranges from US$940 million to US $420 million with a discount rate between 6 - 9%. We have successfully removed many of the risks associated with the project and look forward to further de-risking as we move the project forward. I am looking forward to the completion of the formal PEA report in the near future..."
