Two more reactors approved for restart in Japan

Event: Japan’s Nuclear Regulatory Authority (“NRA”) has announced that it has granted preliminary permission to Kansai Electric Power Company for the latter to make changes to reactor installations at two units located at its Takahama nuclear power plant.

Bottom line: Positive – With this approval, the number of approved reactors in Japan rises to four. The previously approved Sendai reactors are currently undergoing final safety checks and are expected to be restarted early in 2015.  Reactor restarts are viewed by many as a key market catalyst as some investors remain sceptical on whether it will actually occur.
  • A 30-day public consultation period will commence with which the NRA will render its final decision.  This is the same process that occurred when the NRA gave preliminary approval for the Sendai reactors in the summer. We expect those reactors to restart early in 2015.
  • Along with the 30-day consultation period, Kansai will be expected to gain approval from local authorities and at the prefecture level. Officially the federal government has final say in the matter but it appears that they will require all levels of government to endorse the restarts.
  • It should be noted that this announcement comes a few days after pro-nuclear Shinzo Abe's Liberal Democrat Party was re-elected in a general election – thereby reaffirming its mandate to restart reactors.
  • With the approval of these two reactors, the number of safety assessment applications that are under review now stand at 17. We expect additional applications for assessment in the future.
  • Cantor Fitzgerald Canada Research forecasts that 32 reactors will ultimately be restarted (2015: 9, 2016: 10, 2017: 12, 2018: 1).

Gold: Physischer Kaufrausch in China gewinnt wieder an Fahrt

China Buys 45t Of Gold Ahead Of Golden Week

Published: 05-10-2014 02:23
The National Day Golden Week, a one week holiday in China mainland, yes, the Chinese name their holidays golden, began on October 1 this year, so that's when trading stopped on the Shanghai Gold Exchange (SGE) and Shanghai Futures Exchange (SHFE). This means I only have half a story for you today.
The latest withdrawal data from the SGE always lags one week and is thus from week 39 (September 22- 26), other data from the SGE and SHFE covers week 40, which in this case covers only 2 days (September 29 - 30).
Let's begin with the SGE. In week 39 (September 22 - 26) the amount of gold withdrawn from the SGE vaults accounted for 46 tonnes. Quite a strong week if one bears in mind this number equals wholesale demand of gold in China mainland. Year to date 1427 tonnes have been withdrawn from the SGE vaults.
Blue is weekly withdrawals in Kg's, green is withdrawals year to date in Kg's.
BUT, as I mentioned last week, since the launch of the the Shanghai International Gold Exchange (SGEI) the SGE discloses withdrawal numbers from the mainland added with those from the SGEI in the Shanghai FTZ. Several kind requests from my side to the SGE to disclose the numbers separately haven't been heard as of yet. And so, we must deduct all trading volume on the SGEI from SGE withdrawal numbers as the SGEI trades couldhave been withdrawn from the International Board (FTZ) vaults. (if you're of the opinion I'm talking jibberish, consider reading this introduction about the SGE and SGEI)
Until the SGE will disclose withdrawals numbers separate I'm forced to adjust my numbers and charts.
The SGEI was launched in week 38. From then on I will subtract all SGEI trades, single-sided, from withdrawal numbers as, though we don't know for sure, the SGEI buyers could have opted for withdrawal in the Shanghai FTZ.
If the SGE will not separate withdrawal numbers - from the mainland (SGE) and from the Shanghai FTZ (SGEI) - our view on Chinese wholesale demand will be increasingly distorted when time passes (!). I will give the SGE another call and explain the necessity of this matter and kindly ask again if they want to separate withdrawal numbers henceforth. Who knows...
Last but not least let's have a look at what happened in the Chinese silver market on the last trading days (September 29, 30). Silver on the SHFE is still trading in backwardation - since August 6.
SHFE inventory increased by 18 % w/w to 94.9 tonnes! My guess is as long as the futures curve is in backwardation or won't turn to steep contango, inventory will remain around current levels. Inventory will increase if a steep contango curve pays to cash and carry the metal, or if the open interest rises significantly.
The price of deferred silver in Shanghai excluding 17 % VAT traded at a discount of just under 4 % relative to London spot. Shanghai silver remains scarce.

Uranium Industry

Japan’s Nuclear Regulatory Agency has approved the restart of two nuclear power stations
Event: Earlier today, the Japanese Nuclear Regulatory Agency (“NRA”) said that the Kyushu Electric Power Company’s Sendai plant in southwestern Japan has met the safety requirements required for a restart.

Bottom line: We believe this is an important event for the uranium space as it signals a step closer to the resumption of nuclear power usage in Japan, which currently has all of its 48 nuclear reactors halted.
  • Note that the two nuclear reactor power stations still need to pass operational safety checks as well as win the approval of local authorities. It is reported that local authorities are in support of the restart.
  •          The Sendai plant is located approximately 1,000Km southwest of Tokyo. Today’s approval certifies the upgraded design and safety features of the units.
  • Note that the mayor of Satsumasendai, where the plant is located, and the Governor of Kagoshima prefecture are in favor of reopening the plant.
  •             Given the operational safety checks, a restart before December is still considered as unlikely.
  • NRA chief Sunichi Tanaka mentioned that it is unlikely for all 48 reactors to be restarted as the older reactors (aged 40 years or more) may be decommissioned while others may not meet the regulatory commission’s restart standards.
  • The NRA has previously called the revised restart guidelines the “world’s toughest level of nuclear regulations”. These include the installation of specific countermeasures for major events ranging from core meltdowns to tsunamis.
  •           Japan’s  nuclear reactors supplied up to 30% of the country’s electricity at one point. At full capacity it requires 11.5M lbs U3O8 annually to operate, which accounts for about 6.4% of global demand.
  • We believe this is a positive signalling event for the uranium space as a significant amount of the current U3O8 inventory is a result of material earmarked for Japan not being used. With low uranium prices not incentivizing additional uranium production and a demand environment that is expected to grow continuously (we forecast 17% growth by 2020) uranium equities are well positioned to move higher.
  • Moreover, we note the recent strength in the current uranium spot market which has increased by over 10% in the last month and now totals $32.88/lb
  • For actual Japanese reactor restarts, we continue to forecast 15 for next year, 4 in 2016 and a further 12 in 2017.

SGE, China: Physische Gold-Auslieferungen halten Rekord-Niveaus

Gold: Physischer Kaufrausch in China hält an

".. "April imports will be stronger than March," Lee Cheong Gold Dealers chief dealer Ronald Leung said in Hong Kong. "The world was buying gold and China was no different."
The drop in gold prices has prompted a gold rush in China, with Chinese shoppers flocking to retailers to buy jewellery and gold bars.
A spokesman for Hong Kong jewellery chain Chow Tai Fook, the world’s largest jewellery retailer by market value, said traffic at its China stores jumped by 50% during the May Day holidays.
The surge in Chinese travellers during the three-day May Day holiday also drove gold sales in Hong Kong to rise by an estimated 50%, with total gold sales from April 29-May 2 reaching 40 tons, local media quoted Hong Kong Gold and Silver Exchange president Haywood Cheung as saying.
The jump in Chinese physical demand also prompted some banks to ship in more supplies from London and Swiss vaults, traders said
With China’s economy still on shaky ground, investors could increasingly be turning to gold as a so-called safe-haven investment.
Gold exports to China from Hong Kong hit a record high of 557.478 tons last year.."

Gold: Crash in den westlichen ETFs, physischer Kaufrausch in Fernost

Während das wichtigste Gold-ETF, SPDR Gold Trust / GLD, weitere Abflüsse am Montag vermeldet, steigt die physische Nachfrage in Fernost weiter bedeutend an. In China sprechen Marktpartizipanten bereits schon vom größten Goldrausch der letzten 50 Jahre.

"Gold Rush" in China "Biggest in Half a Century" But ETFs Still Liquidating
WHOLESALE gold bullion prices rallied back above $1420 an ounce Tuesday morning in London, having earlier dipped back towards where they started the week following yesterday's 2% jump amid what one Hong Kong dealer suggested was the biggest rush to buy gold in half a century..
..
The world's largest gold exchange traded fund SPDR Gold Trust (ticker: GLD) continued to see net outflows Monday, with his holdings ending the day down more than 18 tonnes at 1104.7 tonnes.
Since the start of 2013, the volume of gold held to back GLD shares has dropped nearly 20%.
In China by contrast, "physical gold dealers and jewelry makers have had to replenish their inventory following robust sales," according to Song Heping, assistant manager at Xiamen City Commercial Bank.
On the Shanghai Gold Exchange, the equivalent of 40.6 tonnes was traded in the benchmark 'four nines' spot contract (for gold of 99.99% purity) Tuesday, down a little from yesterday's record of 43.6 tonnes. By comparison, the previous record, set on February 18 this year immediately after the week-long Lunar New Year holiday, was 22 tonnes.
"Physical markets have responded to the much cheaper gold price levels," says UBS precious metals analyst Joni Teves.
"Our physical flows to Asia have been particularly elevated this week."
"In terms of volume, I haven't seen this gold rush for over 20 years," says Haywood Cheung, president of the Hong Kong Gold & Silver Exchange Society, quoted by the Financial Times.
"Older members who have been in the business for 50 years haven't seen such a thing."
Dealers in Hong Kong Tuesday reported gold bars selling at premiums over the spot price not seen for eighteen months, citing supply constraints for physical bullion..
