World Bank cash for Burkina Faso hinges on mining code, corruption law

Feb 26 (Reuters) - Burkina Faso's interim parliament will vote next week on an anti-corruption law, one of two pieces of legislation the World Bank wants passed before it will release $100 million in budget support.

A new mining code, the other piece of legislation the Bank wants passed, has been approved by the interim government but it is not clear when the National Transitional Council (CNT) will vote on it..

Uran-Industrie: Weitere positive Nachrichten aus Japan, fundamentaler Ausblick verbessert sich weiter

Gute Neuigkeiten für die Uran-Industrie kommen diese Woche erneut aus Japan, einem sehr wichtigen Spieler in dem kontroversen Rohstoff- und Energie-Segment. Die japanische Energiebehörde (NRA) hat dem Restart von zwei weiteren Atomreaktoren zugestimmt:

Two more reactors approved for restart in Japan

Event: Japan’s Nuclear Regulatory Authority (“NRA”) has announced that it has granted preliminary permission to Kansai Electric Power Company for the latter to make changes to reactor installations at two units located at its Takahama nuclear power plant.

Bottom line: Positive – With this approval, the number of approved reactors in Japan rises to four. The previously approved Sendai reactors are currently undergoing final safety checks and are expected to be restarted early in 2015.  Reactor restarts are viewed by many as a key market catalyst as some investors remain sceptical on whether it will actually occur.  

• A 30-day public consultation period will commence with which the NRA will render its final decision.  This is the same process that occurred when the NRA gave preliminary approval for the Sendai reactors in the summer. We expect those reactors to restart early in 2015.
• Along with the 30-day consultation period, Kansai will be expected to gain approval from local authorities and at the prefecture level. Officially the federal government has final say in the matter but it appears that they will require all levels of government to endorse the restarts.
• It should be noted that this announcement comes a few days after pro-nuclear Shinzo Abe's Liberal Democrat Party was re-elected in a general election – thereby reaffirming its mandate to restart reactors.
• With the approval of these two reactors, the number of safety assessment applications that are under review now stand at 17. We expect additional applications for assessment in the future.
• Cantor Fitzgerald Canada Research forecasts that 32 reactors will ultimately be restarted (2015: 9, 2016: 10, 2017: 12, 2018: 1).

Uran-Industrie: Top-News aus Fernost - Japanische Regulatoren geben grünes Licht für den Restart von zwei Reaktoren

Wichtige News für den Uran-Markt kommen heute Morgen aus Japan. Die japanische Behörde der Uran-Industrie (NRA) hat dem Restart von zwei Atommeilern zugestimmt.

Auf dieses wichtige Event hat die gesamte Branche gewartet und die Signalwirkung dieser Entscheidung könnte enorm sein. Daher sollte man sich einige Uranwerte wieder auf die Watchlist legen.

Gegenwärtig halte ich im Uranbereich die folgenden Firmen für sehr interessant:

Uranium Industry

Japan’s Nuclear Regulatory Agency has approved the restart of two nuclear power stations

Event: Earlier today, the Japanese Nuclear Regulatory Agency (“NRA”) said that the Kyushu Electric Power Company’s Sendai plant in southwestern Japan has met the safety requirements required for a restart.

Bottom line: We believe this is an important event for the uranium space as it signals a step closer to the resumption of nuclear power usage in Japan, which currently has all of its 48 nuclear reactors halted.

• Note that the two nuclear reactor power stations still need to pass operational safety checks as well as win the approval of local authorities. It is reported that local authorities are in support of the restart.
•          The Sendai plant is located approximately 1,000Km southwest of Tokyo. Today’s approval certifies the upgraded design and safety features of the units.
• Note that the mayor of Satsumasendai, where the plant is located, and the Governor of Kagoshima prefecture are in favor of reopening the plant.
•             Given the operational safety checks, a restart before December is still considered as unlikely.
• NRA chief Sunichi Tanaka mentioned that it is unlikely for all 48 reactors to be restarted as the older reactors (aged 40 years or more) may be decommissioned while others may not meet the regulatory commission’s restart standards.
• The NRA has previously called the revised restart guidelines the “world’s toughest level of nuclear regulations”. These include the installation of specific countermeasures for major events ranging from core meltdowns to tsunamis.
•           Japan’s  nuclear reactors supplied up to 30% of the country’s electricity at one point. At full capacity it requires 11.5M lbs U₃O₈ annually to operate, which accounts for about 6.4% of global demand.
• We believe this is a positive signalling event for the uranium space as a significant amount of the current U₃O₈ inventory is a result of material earmarked for Japan not being used. With low uranium prices not incentivizing additional uranium production and a demand environment that is expected to grow continuously (we forecast 17% growth by 2020) uranium equities are well positioned to move higher. 
• Moreover, we note the recent strength in the current uranium spot market which has increased by over 10% in the last month and now totals $32.88/lb
• For actual Japanese reactor restarts, we continue to forecast 15 for next year, 4 in 2016 and a further 12 in 2017.

Welthandel: Baltic Dry Index nähert sich den Mehrjahres-Tiefständen

Das Welthandels-Barometer steckt tief im Sumpf fest, doch was steckt wirklich dahinter?

Der renommierte und vielbeachtete Preisindex für Schiffsfracht, der „Baltic Dry Index (BDI)“,  zeigt den Preis für weltweite Schiffstransporte an, d.h. primär von "Trockenschüttgut" und den wichtigsten Grundrohstoffen für die Industrie. Der Index impliziert folgend das reale Volumen und Aufkommen auf einigen, sehr relevanten Frachtrouten, die als Benchmark verwendet werden.

So gilt: Je geringer dieser Preis ist, desto gewöhnlich niedriger die globale Nachfrage und somit das Volumen des Welthandels auf dem Seeweg (Logik, Gesetz von Angebot und Nachfrage). 

Der BDI-Index brach alleine dieses Jahr bereits um (weitere!) krasse 50% ein und hat die Talfahrt nicht gestoppt..

Sehr viele Marktteilnehmer sehen die BDI-Entwicklung umgehend und auch schon eine lange Zeit als sehr schlechtes und bedenkliches Zeichen der realen Verfassung der Weltwirtschaft. Ich denke, das ist bis dato übertrieben bzw. falsch interpretiert - denn ganz zentral beim BDI stehen die Grund- und Energie-Rohstoffe.  Und genau hier hat sich global einiges verändert.

Meines Erachtens resultiert der massive Verfall der BDI-Preise aus mehreren Faktoren, zu 5 von diesen folgend ein paar kurze Gedanken:

- Die enorme Preisblase im BDI  aus dem letzten Jahrzehnt wurde stark abgebaut, gilt für fast alle Rohstoffsektoren, die extreme Preisblasen verdauen mussten/müssen. So haben wir einfach ein komplett anderes "BDI-Preisumfeld" heutzutage.

- Die westlichen Volkswirtschaften und de facto auch alle BRIC-Staaten versuchen ihre Binnenwirtschaft wieder besonders stark zu fördern und erheblich zu unterstützen; parallel wollen etliche Staaten ihre Leistungsbilanz-Defizite (siehe vor allem die USA) senken; sobald die Binnenwirtschaft gepusht wird, fällt im Big Picture imho das globale Volumen der Frachtraten; so wird auch ebenso eine stärkere Binnenwirtschaft für sämtliche Rohstoff-Sektoren forciert (siehe bspw. Eisenerz, Kohle, Öl und Gas), sofern dies möglich ist.

- Der weltgrößte Konsument von Eisenerz, Kohle, Kupfer uvm. - China - versucht seine Import-Abhängigkeit ebenfalls zu verringern. 

- Die Grundrohstoffe Kohle, Eisenerz und einige weitere Industrie- und Basismetalle befinden sich seit Jahren in einem harten Bärenmarkt, und dies ist auf globale Überkapazitäten zurückzuführen.

- Zudem gilt im Big Picture: Die USA als Top-Energiekonsument hat die Öl- und Gas-Produktion in den letzten Jahren extrem angekurbelt. So haben die Amerikaner in 2013 so viel Öl produziert wie nie zuvor, was auf den kontroversen Fracking-Boom und den Ausbau der inländischen Förderung zurückzuführen ist. So gilt: Wenn die USA weniger Energie aus dem Ausland importieren, fallen automatisch erheblich die Frachtraten - und das weltweit.

So gilt der BDI-Index für mich im Hinblick auf die oben genannten "Verzerrungen" bzw. wegen den neuen Konstellationen in der Weltwirtschaft (USA und China allen voran) schon lange nicht mehr als realer und potentieller Indikator zur Einschätzung der Lage/Situation/Verfassung der Weltwirtschaft (- völlig unabhängig meiner Einschätzung zur realen Lage der Weltwirtschaft, denn hier bin ich auch bärisch).

AngloGold Ashanti verkündet starke Finanzergebnisse

Der drittgrößte Goldproduzent der Welt legt überzeugende Kostensenkungen vor und schlägt die Erwartungen deutlich.

Wie die nordamerikanischen Majors Barrick (NYE:ABX) und Goldcorp (NYE:GG), kann auch die Nummer 3 der Goldbranche, AngloGold Ashanti (NYE:AU), die Erwartungen bei den Finanzergebnissen für das erste Quartal 2014 schlagen. Der Gold-Konzern mit südafrikanischen Wurzeln kann die Prognosen sogar erheblich übertrumpfen und das sind weitere gute Neuigkeiten für die gesamte Goldminen-Branche.

Die Kostenspar- und Optimierungsprogramme in den globalen Minenoperationen liefern bei AngloGold zunehmend positive Ergebnisse. Und die schlugen sich im 1. Quartal signifikant in den Finanzzahlen nieder. Es war das stärkste, operative 1. Quartal seit 4 Jahren. In diesem Jahr sollen weitere 500 Mio. USD an Kosten eingespart werden.

So konnte der Multi-Millionen Goldunzen-Produzent erfolgreich die entscheidenden Gesamtkosten in den laufenden Goldminen um satte 22% auf 993 USD/Oz Gold im Vorjahresvergleich senken. Die totalen Cash Costs beliefen sich dabei auf 770 USD/Oz, was erheblich niedriger als der Fahrplan von 800-850 USD/Oz für das Jahr 2014 ist.

Parallel schaffte es AngloGold, durch das erfolgreiche Anlaufen von zwei wettbewerbsstarken und relativ kostengünstigen Goldminen (Kibali und Tropicana), nicht nur die Kostenseite auf Vordermann zu bringen, sondern auch den Minenoutput zu steigern. Die Gesamtproduktion wurde im ersten Quartal 2014 um ordentliche 17% auf 1,06 Mio. Goldunzen erhöht.

So  blieb bei einem aggregierten Quartalsumsatz von ca. 1,3 Mrd. USD unter dem Strich ein Netto-Gewinn von 119 Mio. USD bzw. 0,29 USD pro AngloGold-Aktie hängen. Der wichtige Cashflow belief sich im ersten Quartal auf 350 Mio. USD und blieb im Vorjahresvergleich damit stabil, trotz eines Goldpreis-Einbruchs von 21%. Die guten Cashflow-Entwicklungen sind sehr gut und haben gerade größte Bedeutung.

Fallende Förder- und Gesamt-Kosten, bei gleichzeitig steigender Gold-Produktion. Das ist genau die richtige Mischung, um in der tief gefallenen Goldminen-Branche wieder neues Vertrauen aufzubauen. AngloGold liegt nach den aktuellen Zahlen voll im Plan die Jahresprognosen zu übertreffen. Und das haben Goldproduzenten während der letzten Jahre nur ganz selten geschafft.

China: Rohstoff-Importe laufen auf neues Rekord-Hoch, Unsicherheiten über den Ausblick

Gemischtes Bild im Reich der Mitte nach den jüngsten Import-Zahlen. Denn die neuen Rekord-Importe füllen vor allem die Lagerbestände wieder kräftig auf. Nur bei Gold scheinen die Aussichten relativ klar zu sein:
