For years now, the easiest way to finesse a debate over whether precious metals markets are manipulated has been to say, “well, if they’re not manipulated they’re the only market that isn’t.”
That was unsatisfying, though, because as the big banks got caught scamming their customers on interest rates, mortgage bonds, forex and commodities trades, those markets (presumably) began to operate more-or-less honestly. Gold and silver, meanwhile, kept right on acting strangely, for instance plunging in the middle of the night on no news but massive futures volume, to the detriment of honest investors and traders who naively bet their capital on fundamentals. The (already huge) amount of money thus stolen from gold bugs kept rising.
So it is with relief that fans of honest markets have greeted the news that at least one kind of precious metals manipulation has been exposed..

Glencore Plc, the worst performer this year in the U.K.’s benchmark stock index, has scaled back zinc, copper and coal operations after slowing demand from top user China sent prices to the lowest in at least five years. Its billionaire Chief Executive Officer Ivan Glasenberg has became the flag-bearer for a commodities revival after cutting zinc production by a third, helping to spark one of the biggest metals rallies this year.
BHP has closed some unprofitable production of steel-making coal in Australia in recent years. Freeport-McMoRan Inc., the largest publicly traded copper supplier, said last week it may look to further reduce output amid falling prices.
“We continue to examine every operation, actually almost every sub-operation, to check on its viability in the medium term,” Mackenzie said. “It does happen, and it could happen again, but for now everything is performing at the level that we’ll maintain full production.”
BHP’s marketing chief last week shrugged off moves by rival producers including Glencore to trim production in a bid to lift sagging commodity prices. Closing unprofitable operations is “just a normal, rational economic decision,” Arnoud Balhuizen said..

LONDON – Mitsui will close its precious metals businesses in London and New York at the end of this year, two sources familiar with the situation said, owing to sliding commodity prices and more stringent regulation.
"Mitsui is shutting down precious in London and New York in December," one source said.
A spokesperson for the Japanese trading house declined to comment.
Mitsui, which started trading precious metals in 1970, is the latest to join a retreat by banks and brokers from some commodity markets as profits and prices tumble on concern about slowing Chinese economic growth.
Mitsui & Co Precious Metals, a wholly-owned subsidiary of Mitsui & Co incorporated in the US, has a team of about 50 trading gold, silver, platinum, palladium, rhodium, ruthenium and iridium from offices in Hong Kong, London and New York.
The sources did not know how many jobs would be affected across trading, sales and research.
Mitsui trades precious metals on the Tokyo Commodity Exchange in Japan and also has offices in Hong Kong.
"The decision will affect global operations, as it will reduce volumes," the second source said.
The trading house also participates in the twice-daily auction setting the London silver benchmark run by the Chicago Mercantile Exchange and Thomson Reuters. Its withdrawal would leave five banks to set the price.
Last month, Mitsui was included by Switzerland's competition authority WEKO on a list of banks being investigated for possible collusion over the pricing of precious metals.
Mitsui not only joins Western banks, including Barclays and Deutsche Bank, in cutting back on commodities, but also Mitsubishi UFJ Securities International, which withdrew from its London-based commodities business, last year.
Commodities trading revenue for ten of the world's biggest banks continued to fall to $2.6-billion in the first half of 2015, compared with $3.5-billion in the same 2014 period, according to estimates from analytics firm Coalition.

She added that SGE has already applied to the People’s Bank of China for approval of its pricing system.
While details of the fix remain unknown, market analysts say it would be derived from a contract traded on the bourse for a few minutes, with the exchange acting as the central counterpart.

To many, gold is a relatively underutilised metal which works well as jewellery, but nowadays has little else going for it apart from a long history of monetary usage which nowadays may have had its time. On Thursday gold futures retreated to below the psychologically important $1,200 an ounce level for the first time this month.
Gold bounced off a near 4-year low of $1,148.20 an ounce mid-March but the metal is trading more than $110 an ounce below its 2015 high reached in January.
The gyrations in the gold price just this year is perhaps understandable considering how the paper market in the metal has grown exponentially in recent years.
A new report by Thomson Reuters GFMS shows that it is one of the most leveraged financial markets with trading volumes many multiples of annual mine output.
Global trading volumes in 2014 was three times more than the 183,600 tonnes of the precious metal that have been produced in human history.
At an estimated $22 trillion trading value per year, the gold market dwarves turnover on the Dow Jones Industrial Index and that of the S&P 500 combined, German and UK government bonds and even some of the top currency pairs.

The volumes of gold transferred in 2014 as reported by London Bullion Market Association clearing members, totalled approximately 157,000 tonnes, with a value of $5.9 trillion.
"This trade, often between commercial banks themselves, may result in the physical shipment of gold, or merely a paper reallocation of bars within a vault.

"This share changed during 2014 in particular and we can therefore assume an average market share of perhaps 80% for the year as a whole. This leads to turnover of roughly 589,000 tonnes for the year overall, with a value of approximately $22 trillion, or roughly 188 times mine production.
"This ample liquidity (most of the time) is why, like most currencies, gold usually trades at full carry."
GFMS forecast gold to average $1,170 an ounce in 2015 with a modest recovery in 2016 with a base case of $1,250 an ounce "as buying in Asian markets picks up and institutional investment demand in these markets also serves to offset the recent decline in OTC gold demand from the West."
The supply side, the research company says, is likely to see "the continuation of a constrained investment environment and lower mine output by 2016. Scrap supply should also be close to levelling off and hedging is likely to remain a feature, albeit not a defining one, of the market.."

March has not even ended, though preliminary data indicates India has already imported over 130 tonnes of gold this month. A conservative estimate suggests total gross import can reach 150 tonnes of gold this month.
Because of a “current account deficit” the Indian government decided in March 2012 to raise to import duty on gold from 2 % to 4 %, in June 2013 from 4 % to 8% and in August 2013 from 8 % to 10 %. The restrictions the Indian Government implemented on gold trade spawned new life to smuggling cartels with all due consequences. Official Import fell drastically, wiping out any revenues the government collected from the import of the yellow metal. In May 2013 Indian gross gold import accounted for 168 tonnes, by September 2013 a multi year low was reached at 15 tonnes. Premiums in India, over London spot prices, skyrocketed to a staggering 25 %..
For a close look at recent import data let’s start with January; India officially gross imported a meager 39 tonnes, though up 9 % year on year. In February gross import accounted for 50 tonnes, up 57 % y/y. Then, the real surprise came this month; as said previously preliminary data (derived from daily numbers at Infodrive) suggests gross import accounts for 130 tonnes (March 2 – 21). When India’s Directorate General of Commercial Intelligence & Statistics will publish official data somewhere around April 13, we know the exact imported tonnage for March.
Perhaps surging import is caused by a falling price since the beginning of the year combined with the relaxation of import restrictions. Remarkably, premiums are staying close to 12 % (including the 10 % import duty), sourcing the metal is no problem.
From daily trade data we can see a lot of gold from Ghana going directly to India. Could it be there is some conflict gold coming from Ghana..?

The end of this week will see the end of an era in London-based gold price benchmarking when the rather archaic London Gold Fixing system, which has been in place little changed for most of the past 100 years (since 1919), will come to an end and be replaced by the new LBMA Gold Price electronic system which is being set up in its place. The new price setting mechanism will be launched on the March 20 – this coming Friday..

Some interesting news crossed the tape late afternoon yesterday when it was reported that the silver bullion banks (Deutsche Bank, Bank of Nova Scotia and HSBC) were sued for manipulating the silver fix in a class-action lawsuit. However, a closer look reveals that the plaintff in the lawsuit, J. Scott Nicholson, has a recurring bone to pick with the banks as this is certainly not his first lawsuit alleging precious metals rigging, and as such we are convinced it will be tossed out shortly, along with every other lawsuit alleging a manipulated precious metals market since discovery could lead to some very unpleasant revelations about the primary source of gold and silver rigging: the central banks themselves, alongside the BIS...

Goldminen-Branche: Minera IRL legt eine starke, optimierte Wirtschaftlichkeits-Studie für das Ollachea Gold-Projekt in Peru vor
Mit der neuen DFS hat der
Junior-Produzent Minera IRL gute Chancen, die nächste Goldmine zu finanzieren
und bis 2016 ins Laufen zu bringen.
Minera IRL (TSX:IRL) ist eine nordamerikanische Minenfirma, die sich auf die
Produktion, Entwicklung und Exploration von lukrativen Goldprojekten im
etablierten und historischen Minenstaat von Peru spezialisiert hat. Wegen
nachhaltigen, starken finanziellen Unterstützern aus UK, hat Minera IRL nicht
nur ein Listing an der TSX, sondern auch am Finanzplatz London.
Die
Förderung auf der Corihuarmi-Goldmine
läuft bei Minera IRL bereits schon eine ganze Weile und wird erneut mehr als
20.000 Goldunzen dieses Jahr abwerfen. Auf dem Don Nicolas Goldprojekt, das in einem JV betrieben wird, steht
Minera IRL sehr gut da. Die Minenfinanzierung wurde komplett eingeholt, das
Projekt ist konstruktionsfertig, alle notwendigen Permits liegen vor und der
Produktionsstart wird im 2. Quartal 2015 anvisiert.
Im Fokus der
Story steht aber gerade und generell ein anderes Goldprojekt, und zwar das
höher-gradige, substanzielle und qualitative Goldvorkommen von Ollachea. Es ist unangefochten das
Flaggschiffprojekt von Minera IRL und dieses Projekt hat sehr gute Chancen, ein
„Company Maker“ zu werden.
Die
ökonomischen Eckdaten von Ollachea können sich sehen lassen. Es wird eine
profitable Gold-Förderung durch die Bank in Aussicht gestellt, und somit steht
Minera IRL auch bei niedrigeren Goldpreisen hinsichtlich der Wettbewerbsstärke
hier ausgesprochen gut da.
Für Ollachea
hat der kanadische Projekt-Entwickler und Junior-Produzent zuletzt eine neue
definitive Wirtschaftlichkeits-Studie (DFS) herausgegeben, die zahlreiche
Optimierungen und konstruktive Anpassungen erhält.
Folgend die
Highlights der DFS, welche unterstreichen, dass Ollachea ein sehr lukratives
Goldprojekt selbst in einem sehr schwachen Umfeld für Goldminen ist.
- Total gold production increased to 930,000 ounces (from 921,000 ounces)
- Average annual production of 100,000 ounces over the first two years
(up from 70,500 ounces)
- Average annual production unchanged at 100,000 ounces per year over an
initial nine year mine life
- Initial capital cost of $164.7 million (down from $177.5 million)
- Average total cash cost of $587 per ounce (slight adjustment from $583
per ounce)
- An after-tax NPV, at a 7% discount rate and gold price of $1,300 per
ounce, of $181 million (up 17% from $155 million)
- IRR of
28.2% (up from 22.1%)
- Pay-back period decreased to 3.1 years (from 3.7 years)
- Production now expected to commence in Q2 2016 (from Q1 2016)
Der Investment-Return und die jährliche, prognostizierte Projekt-Verzinsung
sind im Hinblick auf die moderaten Minenbaukosten und lukrativen, totalen Förderkosten
sehr gut.
Die entscheidenden All-in Sustaining Kosten für eine produzierte Goldunze
liegen bei unter 800 USD pro Feinunze Gold, wodurch sich Ollachea deutlich von
der Masse der Entwicklungsprojekte in der Goldminen-Branche absetzt.
Auch die notwendige Größe für eine substantielle Minenoperation wird mit
einem jährlichen Ausstoß von 100.000 Goldunzen während der Minenlaufzeit von
ordentlichen 9 Jahren erreicht. Absolut ausreichend in der gegenwärtigen Zeit
in der Goldminen-Branche, in der Rendite und Profitabilität weit vor
zukünftigem Wachstum, langfristiger Ressourcen-Sicherheit und der generellen
Projekt-Größe stehen.
Erwähnenswert ist außerdem, dass Ollachea von einer etablierten und starken
Infrastruktur massiv profitiert, welche sich nicht nur vorteilhaft auf die
Erschließungs-, Minenbau-, und direkten Förder-Kosten positiv auswirkt.
Zudem liegt ein starker Support der lokalen und regionalen Communities vor,
der in Peru immer ganz wichtig ist. Hier hat Minera IRL eine wahrhaftig
glänzende Arbeit geleistet, die sich in Zukunft mehr und mehr auszahlen wird.
So werden bspw. auch die Einheimischen direkt an der Minenoperation über eine
Tochterfirma beteiligt.
So liegen auch alle relevanten Umwelt-Permits der Firma bis dato vor. Die
alles entscheidende, finale Konstruktions-Genehmigung soll noch diesen Monat
von den peruanischen Behörden vorgelegt werden. Dann steht einer Neubewertung
der Story wohl kaum mehr was im Wege. Parallel arbeite Minera IRL auch schon
mit Hochdruck an der Finanzierung für Ollachea.
Gegenwärtig befindet sich Minera IRL bereits in Verhandlungen mit dem
australischen Top-Finanzhaus Macquarie, einem etablierten Spieler und Finanzier in der Minenbranche. Im
Hinblick auf die starken Economics und dem relativ schnellen Payback der
Initial CAPEX, hat Minera IRL meines Erachtens sehr gute Chancen, für Ollachea
ein solides Financing zu guten Konditionen zu erhalten.
Die Minera IRL-Aktie ist gerade zu einem historischen Tief-Preis zu
bekommen, der 90% unter dem ATH der Minenaktie liegt. Hier könnte nun eine großartige "Turnaround-Story" in den nächsten Monaten und Jahren entstehen, wenn der Goldminen-Markt halbwegs mitspielt.
Im Hinblick auf die aktuelle Börsenbewertung, den relativen Valuations in
der Peer Group, starken Fundamentals und einem wahrlich hervorragenden, mittel-
bis langfristigen Ausblick, offeriert die kanadische Junior-Firma einen sehr
lukrativen Hebel auf den Goldpreis. Auch bei schwächeren Goldpreisen hat Minera
IRL gute Chancen auf Outperformance, denn die Flaggschiff-Minen werden
wettbewerbsstark sein.
Nicht nur Eliten der Minen- und Finanzbranche kaufen sich daher langsam
aber sicher stärker ein und positionieren sich. So hält der zweitgrößte
Minenkonzern der Welt, Rio Tinto, bereits 20% an Minera IRL und auch der
weltgrößte Hedgefonds BlackRock hat sich in den letzten 9 Monaten kräftig

Goldpreis-Fixing, London (LBMA): Deutsche Bank zieht sich zurück
Der erste einflussreiche Spieler im Goldpreis-Fixing an der LBMA wirft das Handtuch, und das mitten im ersten Aufklärungs-Prozess hinsichtlich potentieller (imho sehr wahrscheinlicher) Goldpreis-Manipulationen am renommiertesten Handelsplatz für das gelbe Metall im Tages-Geschäft. Reiner Zufall? Wohl kaum.
Dies lässt natürlich tief blicken und gibt großen Raum für weitere Spekulationen. Die Frage wird bleiben, ob und wie erheblich die mächtigen Spieler um die führenden Geldhäuser und (Investment-) Banken überhaupt an den Pranger gestellt werden (können). Denn wie jeder weiß, konnte sich fast jeder Finanz-Gigant bei mehr oder minder schweren Vergehen in der jüngeren Historie quasi fein "rauskaufen"..
